Niue's treaty arrangement with New Zealand allows it to issue legal tender coinage despite having no independent monetary system, a quirk exploited heavily since the 1990s by bullion and novelty coin programs marketed almost entirely to collectors abroad. This piece is among hundreds of small-format gold issues produced under that arrangement, most with no meaningful circulation history and mintages determined entirely by pre-order demand.
