Palau's marine-themed collector series, launched in the late 1990s, emerged directly from the country's economic dependence on its reef ecosystems — fishing licenses and dive tourism account for a substantial portion of government revenue, giving these issues an unusual policy logic beyond simple numismatic commerce. The boxfish specifically appeared in the series as Palau was strengthening its protected marine sanctuary legislation.

KM#130 is a low-mintage legal tender issue struck for the collector market, never intended for circulation in a country that primarily uses the U.S. dollar.
