The Marshall Islands operated a prolific commemorative coin program through the 1990s, contracting production to foreign mints and issuing pieces with no realistic prospect of domestic circulation. Ruth died in 1948, so this coin appeared during the fiftieth anniversary commemorative cycle that swept U.S. popular culture that year.
