Liberia's commemorative dollar series of this period was essentially a private mint marketing operation — the Central Bank licensed designs to foreign distributors, and the coins were struck in bulk by European mints with virtually no connection to Liberian monetary policy. The Pearl Harbor issue appeared around the 60th anniversary of the attack, part of a wave of World War II-themed pieces flooding the collector market at the time.

December 7, 1941 killed 2,403 Americans in under two hours. The attack sank or damaged eighteen naval vessels, including the battleship Arizona, whose wreck still leaks oil into the harbor today.
