Singapore's public housing program, administered by the Housing and Development Board since 1960, had by 1985 relocated over 75% of the population into HDB flats — one of the most rapid and complete urban resettlement programs in recorded history. The 25th anniversary this coin marks was a genuine policy milestone: in 1960, roughly 9 in 10 Singaporeans lived in overcrowded shophouses or rural kampongs with no running water or sanitation.

Copper-nickel $5 commemoratives from the MAS in this period saw limited circulation; most were absorbed by collectors at point of issue.
