Winston Dookeran served as Governor of the Central Bank from 1997 to 2002, making notes bearing his signature among the last before Ewart Williams assumed the role — a transition that coincided with broader economic policy debates over Trinidad and Tobago's energy windfall management during the early oil and gas boom years.
