Leggett, Keatinge & Ball was a Richmond firm pressed into service as the Confederacy scrambled to establish printing capacity early in the war. Southern engravers and equipment were scarce, and the quality of notes produced during this period reflects that constraint — the intaglio work is noticeably cruder than contemporary Union currency or the earlier CSA issues contracted to Northern firms before hostilities made that arrangement impossible.
By late 1861, inflationary pressure was already building. The Confederate Treasury was issuing paper faster than any tax or loan mechanism could absorb it, a problem that would make the entire note series progressively worthless by 1864.
