São Tomé and Príncipe declared independence from Portugal in July 1975, and by 1977 the new government was participating in the FAO's coinage program — a UN initiative that recruited developing nations to issue circulating coins carrying agricultural messaging as a form of public education policy. The program produced dozens of national issues through the 1970s and 1980s, most of modest mintage and limited export interest at the time of issue.
The islands' economy remained heavily dependent on cocoa after independence, making the broader "staple food" theme something of an aspirational statement for a nation still restructuring colonial-era monoculture agriculture.
