Disney Dollars were introduced in 1987 as a proprietary scrip redeemable at Disney parks and resorts, deliberately sized and weighted to feel like legal tender without technically being currency. The U.S. Treasury raised no objection, having long accepted that novelty and souvenir notes fall outside counterfeiting statutes provided they are not designed to deceive as genuine U.S. currency — a line Disney's design team was careful not to cross.

The 1994 series was produced by the American Banknote Corporation, which was simultaneously printing legitimate government paper for several nations. Cotton substrate was a deliberate choice to reinforce the tactile authority of the object.
