Issued to honor Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, whom the United Nations designated as a "Humanitarian Work Leader" in 2014 — a title conferred on a head of state only twice in UN history at that point. Kuwait's outsized foreign aid program, which consistently exceeds 1% of GNP, was the principal basis for the recognition.
The gilt version, struck in gold-plated .999 silver, was produced alongside a standard silver issue. KM#43a distinguishes the plated variant specifically.
