Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah ascended to power in January 2006 following the National Assembly's removal of his predecessor, Sheikh Saad, on grounds of incapacity — the first such parliamentary intervention in Kuwaiti history. The 2016 commemorative marks a decade of his rule, issued as Kuwait's oil revenues were beginning their sharp contraction following the 2014 crude price collapse. Commemorative silver from the Central Bank of Kuwait appears infrequently enough that KM#45 has a limited collector base outside the Gulf states.
