The 5th Islamic Summit Conference was held in Kuwait City in January 1987, convened under the Organisation of the Islamic Cooperation at a moment when the Iran-Iraq War was fracturing unity among member states — Iran boycotted the summit entirely, and the resulting communiqué was notably muted on the conflict despite it dominating regional politics. Kuwait, then financing Iraq's war effort to the tune of billions of dollars, had every political reason to host and to commemorate.

The CBK reference S:9 places this firmly in Kuwait's commemorative series rather than its circulating coinage, and surviving examples rarely show handling wear.
