Printed by De La Rue's Gateshead facility, this note entered circulation in the immediate aftermath of the 2011 civil war that ended Muammar Gaddafi's four-decade rule. The Central Bank of Libya had maintained operations from Tripoli under the old regime while a rival central bank functioned out of Benghazi during the conflict — by 2012, reunifying the monetary system under a single issuing authority was as much a political act as an administrative one.

De La Rue had supplied Libyan currency for decades, so the return to that relationship signaled a deliberate continuity with pre-Gaddafi institutional norms rather than a break from them.
