Libya's Central Bank had been issuing notes through De La Rue for decades by the time this 2009 series appeared, but the Gateshead facility — De La Rue Currency's main production plant in northeast England — was handling an increasingly complex portfolio of African and Middle Eastern contracts during this period. The 5 Dinar denomination sat in the middle of a series that also required Arabic-language compliance across all text elements, a constraint that historically caused plate revision delays in earlier Libyan issues.
Watermark-only security on a note of this denomination was already considered minimal by 2009 industry standards, when most comparable issues incorporated security threads and color-shifting ink as baseline features.
