Kuwait resumed oil exports in late 1991 after Iraqi forces, retreating from the Gulf War, set fire to over 700 Kuwaiti oil wells in one of the largest deliberate environmental catastrophes on record. The first post-liberation oil shipment became a politically significant moment, and this commemorative was issued years later to mark it — the delay between event and coin not unusual for Kuwait's commemorative program, which has often honored milestones retrospectively.

Struck to the same 28.28g/.925 standard shared by Commonwealth commemoratives of the period, it was almost certainly produced by a contracted European or British mint rather than domestically.
