Libya has been operating under a split central banking structure since 2014, with rival institutions in Tripoli and Benghazi issuing competing currency. This note commemorates the 17 February 2011 uprising that ended Gaddafi's four-decade rule — printing it a decade later, amid ongoing political fragmentation, was itself a political act, asserting legitimacy through anniversary iconography at a moment when that legitimacy remained genuinely contested.
