Territorial defence commands across Croatia began issuing emergency scrip in the summer of 1991 as the Yugoslav People's Army and Serb paramilitaries moved to cut off supply lines and banking infrastructure collapsed at the municipal level. The Sisak TO staff note is one of the more obscure examples — Sisak sits at the confluence of the Kupa and Sava rivers, and the town's industrial facilities made it an early flashpoint.
These municipal emergency issues had no central coordination, no standardized format, and no guaranteed redemption mechanism. Many were repudiated or simply abandoned once the Croatian kuna system stabilized.
