This 5 Đồng was issued amid active French attempts to suppress both the new government and its currency — the French administration continued pushing their own Indochinese piastre in contested zones, making the DRV notes as much a political instrument as a transactional one. Production quality across the P#17 series is inconsistent, a direct consequence of decentralized wartime printing. Ink registration problems and paper variation between surviving examples suggest multiple printing locations rather than a single controlled press run.
