The Democratic Republic of Vietnam's early emission notes were produced under wartime conditions during the First Indochina War, when the Việt Minh government had no access to established printing facilities. This 5 Đồng was issued amid active French attempts to suppress both the new government and its currency — the French administration continued pushing their own Indochinese piastre in contested zones, making the DRV notes as much a political instrument as a transactional one.

Production quality across the P#17 series is inconsistent, a direct consequence of decentralized wartime printing. Ink registration problems and paper variation between surviving examples suggest multiple printing locations rather than a single controlled press run.
