The "Valor Legal" overprint was applied to this series because Brazil's 1961 monetary legislation required explicit legal tender designation on notes already in the pipeline — a bureaucratic patch rather than a new issue. The signature combinations here trace the revolving door of Finance Ministers during a period of acute political instability: Walter Moreira Salles, Miguel Calmon, and Octávio Gouvêa de Bulhões all cycled through the post in rapid succession as inflation accelerated toward the crisis that preceded the 1964 coup.
Bulhões would return as Finance Minister after the military takeover, giving the later series an unintentional historical irony — the same signature appears on notes from both the Goulart government and its immediate aftermath.
