The Farmer's Bank of Northwest China was established under the Shaan-Gan-Ning Border Region government — the Communist-administered territory centered on Yan'an — as part of a deliberate strategy to break economic dependence on Nationalist-issued currency. By 1940, Chiang Kai-shek's government had formally cut off financial subsidies to the Eighth Route Army, forcing the Border Region to build its own monetary system from scratch. This note is a direct product of that rupture.
Printing conditions in the Yan'an base area were primitive, and the S3291 series reflects it. Paper quality and impression consistency vary considerably across surviving examples, which is a function of wartime production rather than damage in circulation.
