The Emissionsbank in der Ukraine was established by the German occupation administration in 1942 — which makes a 1941 date on this note worth scrutiny. The bank did not formally begin operations until after its founding decree, and notes bearing earlier dates may reflect either pre-operational printing batches or dating conventions that did not align with actual issue.
Production in Kyiv under occupation conditions was constrained and closely controlled by the Reichskommissariat Ukraine. The chervonets denomination itself was a deliberate borrowing from Soviet monetary terminology, a calculated choice to ease acceptance among a population already familiar with the unit.
