Military Payment Certificates were issued exclusively to U.S. military personnel and authorized civilians overseas, replacing foreign currency access as a way to limit black market activity — particularly the conversion of dollars into local currencies at exploitative rates. Series 641, which includes this denomination, was introduced in January 1964 and remained in circulation until it was replaced by Series 661 in August 1965.

MPC changeovers were deliberately unannounced. On "C-Day," all existing certificates were rendered worthless within hours, trapping any black market holdings before they could be exchanged. Series 641 ran through Vietnam, Japan, Korea, and various European postings simultaneously.
