Military Payment Certificates were issued to U.S. service personnel stationed overseas as a control mechanism against black market currency manipulation — local populations and unauthorized traders were barred from holding them, and periodic "C-Day" conversion events replaced entire series overnight, stranding anyone who had accumulated MPCs illegally. Series 692, which includes this denomination, was the last MPC series to circulate in Vietnam before the program wound down there in 1973.
The short issue window of 1969–1970 reflects how frequently series were rotated during the Vietnam period specifically to disrupt black market pipelines.
