Series 521, issued from May 1954, was the fourth MPC series and circulated across U.S. military installations in Japan, Korea, and several Pacific territories during the post-armistice consolidation period. MPCs existed primarily to prevent local currency black markets — servicemen were paid in certificates redeemable only within the base economy, theoretically cutting off the conversion pipelines that had plagued earlier occupation currencies.

Conversion days, when an entire series was cancelled and replaced overnight without warning, were the enforcement mechanism. Series 521 was retired in May 1958 in one such unannounced exchange, leaving any certificates not presented within the window permanently worthless.
