The Netherlands Antilles issued this series under the authority of the Bank van de Nederlandse Antillen following the constitutional reorganization of 1954, when the Charter for the Kingdom of the Netherlands redefined the islands' relationship with the metropole — granting internal autonomy while keeping monetary policy effectively tethered to The Hague. Juliana's name appears on this coinage through 1970, the year before a new series reflecting updated design standards was introduced.

Curaçao's refinery economy and the transshipment trade meant these small-denomination pieces saw hard daily use across multiple islands with distinct commercial rhythms, from Aruba's oil workers to Sint Maarten's merchants.
