The "Ocean in View" design was one of two reverses issued in 2005 as part of the Westward Journey Nickel Series, a four-year program Congress authorized in 2003 to commemorate the bicentennial of the Lewis and Clark Expedition. The specific inscription references the journal entry Clark made on November 7, 1805, upon first sighting the Pacific — though historians have since determined the party was actually looking at the Columbia River estuary, not the open ocean. They were still roughly 20 miles short.
