USDA food stamp scrip of this denomination was issued as change currency within the food stamp program — when a purchase didn't divide evenly into full dollar stamps, these small-denomination scrip notes bridged the gap. They were not redeemable for cash, only for eligible food items, which made their secondary circulation essentially zero. Retailers were required to accept them but had no incentive to accumulate them.
The "El Cambio" designation — Spanish for "the change" — points to targeted distribution in Spanish-speaking communities, part of USDA outreach efforts as the modern food stamp program expanded through the 1960s and 70s.
