Arlington Hall Station in Arlington, Virginia, served as a major U.S. Army signals intelligence facility from 1942 onward — eventually becoming a primary site for the Armed Forces Security Agency and later the NSA's predecessor operations. The NCO Open Mess scrip issued there functioned as internal currency, restricting purchasing power to on-post facilities and preventing cash from circulating off a classified installation.

Yellow paper was a common color-coding convention in military scrip series to distinguish denominations at a glance. The specific printer for Arlington Hall mess scrip has not been firmly established in the literature.
