Andorra's coinage authority has no central bank and historically relied on French and Spanish currency for everyday commerce. These small-denomination issues, produced for the collector market rather than circulation, reflect Andorra's unusual constitutional arrangement — co-governed by the Bishop of Urgell and the French head of state, giving the Catholic Church a direct role in issuing legal tender that is essentially unique in modern Europe. Benedict XV, pope from 1914 to 1922, spent much of his pontificate attempting to broker peace during World War I, a role largely ignored by the belligerent powers at the time.
