Vilanova de la Barca is a small municipality in the Lleida plain, and like hundreds of Catalan and Spanish towns during the Civil War, its ajuntament issued emergency fractional currency in 1937 when Republican-zone coin circulation collapsed entirely. The central government in Madrid — and later the Generalitat — never fully resolved the small-change shortage, leaving local councils to fill the gap with improvised paper.
Turró catalogues over three thousand such local issues; 2828 places this squarely in the dense middle of that documentation effort. Notes from minor Lleida municipalities survive in far smaller quantities than those from larger Catalan towns, simply because fewer were printed.
