Palamós issued emergency cardboard fractional currency during the Spanish Civil War, when the Republican government's inability to maintain adequate coin supply in Catalonia forced hundreds of municipalities to print their own. These local emissions — known as moneda local or paper moneda — were authorized under a 1936 Generalitat decree that effectively handed monetary improvisation to individual town councils. Cardboard pieces from small coastal municipalities like Palamós are particularly vulnerable to humidity damage, making intact surviving examples rarer than the original mintages suggest.
