Montblanc, a walled medieval town in Tarragona province, issued these fractional emergency notes — called *bitllets locals* or *vals* — during the Civil War when Republican Spain suffered an acute shortage of small coinage. The central government's inability to maintain adequate coin supply pushed hundreds of Catalan municipalities into issuing their own scrip, legally permitted under a 1937 Generalitat de Catalunya decree.
The Turró catalogue documents over two thousand such local issues from Catalonia alone. Montblanc's series is among the smaller and less frequently encountered ones, consistent with the town's modest population.
