Fraga is a small municipality in Huesca province, Aragon, and like hundreds of Spanish towns it resorted to issuing its own emergency fractional currency during the Civil War after the Republican government's coin shortage made small-denomination transactions nearly impossible. These local vales — technically obligations of the municipal council rather than formal banknotes — were produced under wartime conditions with whatever printing resources were locally available, which accounts for the card stock construction and the reliance on an official stamp as the primary authenticity control.
Gari Mon#671-G places this within a well-documented but physically fragile series. Card-stock municipals from Aragón suffered disproportionate attrition; many were discarded the moment normal currency returned in 1939.
