Benidorm in 1937 was a small fishing village with a population under a thousand — nothing like the resort city it would become. The note was issued by the local municipal council under the Republican government's authorization of small-denomination emergency paper, a response to the acute shortage of small coinage that plagued the Republican zone throughout the Civil War. Copper and bronze coins had been hoarded or melted almost immediately after July 1936, leaving municipalities scrambling to produce their own fractional substitutes.
