Issued during the acute small-change shortage that gripped France in the final years of the First World War, this brass token was produced by the local merchants' union of Saint-Germain-en-Laye as a private substitute for state coinage that had effectively vanished from circulation. French municipalities, chambers of commerce, and trade associations issued thousands of such nécessité tokens between 1914 and 1922, filling a gap the Banque de France and the Monnaie de Paris were unable to close. The Saint-Germain union's issue is catalogued under El Mon.#15.4, placing it within the documented Yvelines departmental series.
