Belgium's bilingual coinage policy — mandating parallel French and Dutch legend variants — was a direct response to the Flemish movement's decades-long pressure on the unitary francophone state. By 1938, the compromise formula "BELGIQUE-BELGIE" on a single coin had become the standard solution for lower denominations, sidestepping the need to mint separate language editions as was done for higher values. Léopold III had ascended the throne only three years earlier following his father Albert I's death in a climbing accident.

Nickel brass was adopted for this series as Belgium quietly shifted strategic nickel reserves toward defense procurement in the late 1930s.
