Issued by the local merchants' syndicate of Perpignan during the acute small-change shortage that gripped France from 1915 onward, this token filled a gap the French state could not. Wartime metal requisitioning had effectively killed bronze coinage production, and the Banque de France's emergency paper issues were too large for small transactions. Chambers of commerce and trade syndicates across France issued their own necessity coinage, with legal tolerance if not formal sanction from Paris.

Perpignan's proximity to the Spanish border gave its commercial community a particular urgency — cross-border trade demanded functional small denominations that simply weren't circulating.
