Sidi Bel Abbès was the headquarters of the French Foreign Legion, and by 1916 the wartime drain on coinage across French Algeria had become acute enough that local commercial syndicates were issuing their own fractional paper to keep retail trade moving. The Syndicat D.C.S. was one of several such bodies in the Oran department that stepped into the void left by hoarded and requisitioned metal currency — a phenomenon repeated across dozens of Algerian towns simultaneously.
These hyper-local issues rarely traveled far from their issuing commune, which is why survivors are almost always found in a narrow range of conditions reflecting actual counter use.
