Rouen's Chamber of Commerce began issuing its own emergency small change in 1918 because the wartime metal requisitions and hoarding that had gutted French fractional coinage simply left none in circulation. Aluminium was chosen precisely because it held no strategic value to the military, making it one of the few materials available for non-essential manufacture. These Chamber issues were legal within their issuing district only, redeemable at face value by the issuing body — a localized solution to a nationwide problem.
