Vila Real de Santo António is one of the few Portuguese towns planned and built in a single campaign — commissioned by Pombal and completed in 1776 in under six months — but that has nothing to do with why this note exists. The cédulas municipais issued across Portugal and its territories in the early 1920s were a direct response to a chronic shortage of small coinage, itself a consequence of wartime metal hoarding and post-WWI monetary disruption. Municipal chambers were legally permitted to fill the gap with locally issued fractional paper.
These Algarve border-town emissions are among the more obscure in the cédula series. Small print runs, heavy local use, and little reason for anyone to preserve them.
