Monchique is a small inland municipality in the Algarve, and like dozens of Portuguese councils during the cédula crisis of 1918–1920, it resorted to issuing its own fractional paper money when small-denomination coinage vanished from circulation almost entirely. Wartime metal shortages had drained the country's subsidiary coinage, and the central government was slow to respond — leaving municipal chambers, parishes, and even private businesses to fill the gap with locally authorized cédulas.

The watermarked paper was a minimum security requirement mandated for municipal issues, though enforcement was inconsistent across the country. José da Gloria Pinto's signature as authorizing official is the primary accountability mechanism on the note.
