The Gobierno Provisional de Mexico was Victoriano Huerta's administration, and these tiny pasteboard notes — more token than banknote — were emergency fractional currency issued during the acute coin shortage that plagued Mexico throughout the Revolutionary period. Silver had been hoarded and melted almost immediately once fighting spread, leaving nothing to make change with.
The pasteboard construction made these extremely vulnerable to wear and moisture. Survivors in any condition are genuinely scarce, particularly in the deep orange variant.
