Not a product of the Casa de Moneda but of counterfeiters working during the Porfiriato, when Mexico's small-denomination silver coinage was chronically short in circulation. The genuine KM#390 was struck in .903 silver; this plated brass imitation copies it closely enough to have passed at market. The weight discrepancy — genuine pieces run closer to 1.5 g — is the primary tell.
