Portugal's wartime paper shortages in 1917–1918 forced the Casa da Moeda to issue low-denomination cédulas to substitute for coins that had effectively vanished from circulation — hoarded by a public with no faith in the republic's finances and a war draining metal reserves. These small-denomination emergency notes were produced and issued by the same institution, which was unusual; the Casa da Moeda functioned here as both manufacturer and monetary authority by default, not by design.
The 5 centavos was the smallest denomination in this cédula series. Attrition was severe — notes of this value were handled constantly and discarded quickly, making genuinely uncirculated survivors scarce.
