Puerto Rico has no legal authority to mint currency — that power rests exclusively with the U.S. federal government — which makes this piece a political statement rather than a circulating coin. Issued by independence advocates, it takes its name from Pedro Albizu Campos, the Harvard-educated Nationalist Party leader whose imprisonment and alleged exposure to radiation experiments by U.S. federal authorities made him a martyred figure in Puerto Rican independence circles.
