The Mindanao Emergency Currency Board was one of several provincial issuing bodies established during the Japanese occupation to maintain a functional local economy after regular Philippine currency became disrupted or hoarded. Mindanao's geographic isolation from Luzon made independent emergency issuance both practical and necessary. These notes circulated alongside Japanese Military Pesos in an uneasy parallel, and their acceptance was largely a matter of local trust rather than any formal monetary authority.

The three signatures — Chairman Saguin plus two board members — reflect the committee structure mandated for emergency issues to prevent unilateral control. Guerrilla-linked boards sometimes used this same framework as a legitimizing device.
