The Leyte Emergency Currency Board was one of dozens of provisional issuing bodies hastily established across the Philippine provinces after Japanese forces disrupted central banking operations in late 1941 and early 1942. These boards operated under the authority of local Filipino officials who refused to accept Japanese military scrip as the sole medium of exchange — a quiet but deliberate act of economic resistance. The Tacloban printing operation was rudimentary, and many Leyte emergency issues show uneven ink distribution and crude registration as a direct consequence.

Three signatories were required per note, which slowed issuance considerably. Quintin Paredes, Jr. as Provincial Fiscal is the most traceable of the three officials named here.
