Veracruz issued its own fractional emergency currency in 1915 because the Constitutionalist government under Carranza faced a severe shortage of small-denomination coin — a problem common across revolutionary Mexico as silver was hoarded and federal infrastructure collapsed. State and municipal authorities across the country filled the gap with locally printed cartones and bilimbiques, often on whatever paper stock was available.

The S1094 designation places this within the Sonora/Veracruz state issues catalogued under Mexico's revolutionary fractional series. At 52 × 29 mm, this is among the smallest paper emergency issues of the revolution.
