Ghana has no geographic or historical connection to penguins whatsoever — this is a bullion-adjacent novelty issue produced almost certainly by a European mint on contract, a practice the Bank of Ghana has used repeatedly to generate foreign collector revenue with no expectation of domestic circulation. The King Penguin silhouette series circulated across multiple issuing authorities simultaneously in this period, with near-identical specifications appearing under different national names.
